Organizational Structure of the Grama Panchayat
The Grama Panchayat, the basic unit of the local self-government system, is a democratic institution that functions with the active participation of the people. The Grama Sabha is the highest decision-making body of the Grama Panchayat. All citizens whose names are included in the electoral roll of the village are members of the Grama Sabha. The Grama Panchayat functions on the basis of the recommendations and decisions of the Grama Sabha.
The administrative responsibilities of the Grama Panchayat are vested in the governing body led by the President and the Vice President. The elected representatives coordinate and oversee activities in various sectors such as development, welfare, health, education, and finance through different Standing Committees.
The day-to-day administration and service delivery of the Panchayat are carried out by the staff under the leadership of the Secretary. Various departments, including the Administration Department, Accounts Department, Tax Department, Planning Department, Engineering Department, Health Department, Agriculture Department, and Social Justice Department, function as integral parts of the Panchayat administration.
Thus, through the combined efforts of public participation, the leadership of elected representatives, and the efficient administration of government officials, the Grama Panchayat implements local development initiatives and public welfare programmes.

The Grama Sabha is a public forum comprising all registered voters of the Grama Panchayat. Its primary responsibilities include approving development projects, discussing the needs and concerns of the people, and reviewing the progress of development schemes.
Responsibilities of the Governing Body
The Governing Body is responsible for making policy decisions, preparing annual plans, leading development initiatives, and ensuring the efficient delivery of public services in the Grama Panchayat.
Roles and Responsibilities of the Standing Committees
The primary role of the Standing Committees is to prepare and oversee projects in key areas such as development, welfare, health, education, and finance, ensuring their effective implementation and supervision.
Responsibilities of the Secretary and Staff
The primary responsibility of the Secretary and staff is to ensure the efficient day-to-day functioning of the Grama Panchayat by implementing the decisions of the Governing Body and coordinating office administration, financial management, tax collection, project implementation, technical services, and public service delivery.
